How Waterford compares with the other councils
Waterford ranks 12th of 30 councils on the share of applications granted, with 91%, close to the 90% of the median council. Its median wait matches that of the median council: 55 days. Nine in ten decisions came within 209 days, the same as at the median council.
The register records a request for further information on 38% of all the decisions it records, in line with the median council (39%). The register flags only 2 of Waterford's decisions as one-off houses, too few to compare with other applications.
Applications are up. Waterford received 1,139 in 2025, 13% more than the 1,006 of 2019. The busiest full year was 2021, with 1,225 applications; 20 of the 31 councils peaked in that year.
What Waterford reported for 2025
Waterford's return covers all 8 categories. After 320 dwellings come farm buildings (52), commercial premises (42) and social-use buildings (29), with 16 civil engineering schemes, the fourth-highest count on that line. Invalid applications are numerous: 332, the tenth-highest count in the returns, although 20 councils had larger category totals. Of 63 refusals, 45 were for houses, with civil engineering and commercial schemes at 5 each. Public buildings (9), other functional categories (18) and industrial sites (2) complete the eight lines. Social-use buildings drew 4 refusals, the joint fifth-highest count on that line, and 413 applications were decided within 8 weeks. In the register, Waterford grants a larger share than the median council. The register files the city and the county under a single planning authority, so this page covers both. Filings dipped to 1,004 in 2023 and have climbed since, reaching 1,139 in 2025. Only Wexford refused more civil engineering schemes, and industrial sites are almost absent from the return (2).
These figures come from each council's annual return to the Department of Housing, Local Government and Heritage: applications received in 2025, decisions to refuse and other measures, published under a CC BY-SA 4.0 licence. An application that fits several categories is counted in each, so the categories do not add up to a number of applications, and the Department notes that councils may have read its guidance in slightly different ways.
